If a cosmetics company wants to advertise that its products make you look good, that's great.  You can judge for yourself.

If a cosmetics company wants to advertise that its product is an anti-inflammatory, anti-aging miracle spread that regenerates cells and addresses eczema and skin irritation, that company needs the product to have cleared FDA drug criteria and qualifications.  You shouldn't have to research and verify the science yourself.

If you're purchasing products with any of those claims, and there's no drug ingredient panel on the product, you're almost certainly purchasing an unapproved drug.  Interested in keeping those cosmeceutical claims honest?
